What we don't have = What we need

Anyone second the idea that we should change the section 2 title to "What we need".
This clarifies that you should mark only the items which you see a need for in your program. Otherwise from the perspective of some programs you would be default check off everything and that doesn't help us prioritize what to work on 1st.

PDA upload to Access Utility

What is meant by Access utility? Access .mdb file? Access .adp file? USGS uploads data from PDAs directy to MS SQL Server and then uses MS Access (both .mdb and .adp files) for data viewing, reporting and reduction of that data.
